Continuous Service Agreement (CSA)

A Continuous Service Agreement (CSA) keeps utilities active between tenants. When a tenant moves out, water and sewer service automatically transfers back into the landlord’s name.

This prevents service interruptions, late fees, and potential reconnection charges—keeping your property ready for the next tenant without extra hassle.

Landlords can easily enroll eligible properties in a CSA directly through the Landlord Portal, making management even more convenient.

Leak Adjustment Program

The City offers a premise-based leak adjustment to help reduce costs after a significant water leak. Under this program, the City helps customers by lowering the cost of the extra consumption from leaks, rather than having to pay the full amount.

Key program rules:

• Up to two adjustments allowed within five years
• Applies to leak events that exceed twice the normal usage
• Maximum adjustment covers up to three billing cycles

Eligibility requirements:

• Increased Consumption: Water consumption during the leak was more than double the same monthly service periods from the previous year (for up to three service periods).
• Repaired Leak: The leak causing the high consumption has been repaired.
• Proof of Repair: Proof of repair must be provided (e.g., receipts for labor, parts, equipment, photos, etc.).
• Returned to Normal Consumption: Water consumption has returned to normal for at least one subsequent service period.
• Service History: The location has had active water service for at least 13 months prior to the leak.
• Timely Request: The request for the Leak Adjustment Program must be submitted within 12 months of the leak.
• Completion of Water Smarter Evaluation: Complete the Water Smarter Evaluation at Leak Adjustment Program Water Smarter Evaluation.

What is AB 356?

In 2021, the Nevada Legislature passed AB 356, which prohibits the use of Colorado River water to irrigate nonfunctional grass beginning in 2027.

• Applies to commercial, multi-family, government, and other non-residential properties
• Does not apply to single-family residences (front and back yard grass is excluded)

Know Your Rights and Responsibilities as a Landlord

In the City of Henderson, landlords are responsible for any unpaid balance left on a tenant account. Past due balances must be paid before new service can be started at a property and may ultimately be subject to a lien.

The Henderson Municipal Code 14.17.060.c states:

“Collection of delinquent charges. Outstanding bills for water and/or sewer services and related fees shall be charged to the owner of the property should the tenant not render payment in full. Such charge shall constitute a lien upon the property to which the service is rendered, as well as constitute a debt of the record owner(s) of the property and of the person(s) occupying such premises to the city. The lien shall be enforced in compliance with Henderson Municipal Code Title 5.04.050 Sections D and E, Nevada Revised Statutes Chapter 266, and Henderson City Charter Section 2.280.”
