2024-2027 Strategic Plan Progress Update

July 2025 to December 2025

The City of Henderson’s Strategic Plan focuses on the outcomes, initiatives and issues identified by you: the members of our vibrant community. The 2024-2027 Strategic Plan is one of the key tools that enable us to successfully adjust to the community’s growing needs while continuing to provide a premier quality of life. As we move forward with the Strategic Plan, we will continue to focus on the priorities that our community and City Council tell us are important to build an intentional, more prosperous future for Henderson.

Community Safety

We are committed to keeping every community member safe. Achieving community safety takes a village. From police, fire, emergency services, environmental services and traffic engineers to our residents— everyone plays a role in community safety.

KEY ACCOMPLISHMENTS

Developed and deployed a cadet academy to increase officer candidate pool.
Deployed new drone technology at large scale community events to support event safety and security.

Quality Education

We know our residents strongly value education and want their City to support local schools. Our organization actively partners with advocates, community members and nonprofits to further educational outcomes. We are committed to supporting high-quality educational opportunities for all families in our community.

KEY ACCOMPLISHMENTS

Approved Kesher Academy as a charter school operator in the City of Henderson.
Hosted APPLE Author Event featuring children’s writer Jamar Nicholas at Henderson schools and Paseo Verde Library.

Percent of Henderson Schools with Star Rating of 3 or Higher

Represents the number of Henderson schools (charter or CCSD) that meet or exceed the state’s standard for performance.

ACTUAL: 86.11% (CY 2025)
Target: 84.14%

Healthy, Livable, Sustainable City

This priority focuses on the synergies among economic, social, public health and environmental sustainability, including the effects of climate change. Developing enduring, adaptable, thriving and healthy communities supports our City today and into the future.

KEY ACCOMPLISHMENTS

Secured funding from the Nevada Department of Environmental Protection for the Horizon Lateral Project, enhancing capacity and system reliability.
Opened new recreation spaces including Sentiero Park, Desert Symphony Park and Black Mountain Pickleball Courts.

Residents Within a 10-Minute Walk of a City Park

ACTUAL: 84% (As of June 30, 2025)
Target: 75%

Economic Vitality

Henderson remains a welcoming business environment focused on supporting existing businesses and attracting new opportunities. From downtown revitalization to continued growth in West Henderson, we prioritize economic diversity, workforce readiness, business support and data-driven strategies.

KEY ACCOMPLISHMENTS

Used Redevelopment funds to renovate and complete improvements to Fire Stations 81 and 82 and Water Street Plaza.
Shared the Skills Gap Analysis with partners including CCSD, NSHE, Workforce Connections and the Governor’s Workforce Development Board.

ACTUAL: 495 (October–December 2025)
Target: 125

High-Performing Public Service

Our vision is “To Be America’s Premier Community.” This priority focuses on initiatives that enhance organizational performance and move us forward on our Path to Premier.

KEY ACCOMPLISHMENTS

Launched an internal Learning Management System with access to required training, development sessions and 20,000+ courses.
Leveraged technology-based recruitment tools, including standalone websites and landing pages, to attract top talent.

Full-Time Employee Resignation Turnover Rate

Represents the percentage of City employees who voluntarily resigned from their employment.

ACTUAL: 2.90% (As of June 30, 2025)
Target: 3.56%
