Notable Highlights
- Maintain resident satisfaction with community services above the 95th percentile from 2010 through 2023.
- Received a "Leading the Way" recognition in 2021 and 2023 for achieving the nation's top customer satisfaction score with quality of life (mid-to-large cities).
- Averaging near 100% satisfaction with fire services overall performance in five community surveys (2010, 2014, 2018, 2021, and 2023).
- Scoring between 85% and 95% from 2010 to 2023 on community satisfaction with police services.
- Offering the lowest property tax rate in the region, from around $0.71 to $0.77 of $100 of property value from fiscal year 2019 to 2023.

About the Baldrige Performance Excellence Program
The Baldrige Performance Excellence Program is a public-private partnership within the National Institute of Standards and Technology, which is dedicated to promoting U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology. Through management of the Baldrige Award and production of the Baldrige Excellence Framework, Baldrige Award Criteria, Job Quality Toolkit, and other programs and services, the Baldrige Program has fostered the adoption of proven leadership, management, and operational best practices throughout U.S. organizations for more than 37 years. The program is funded in part through user fees. Key partners include the nonprofit Alliance for Performance Excellence, a network of Baldrige-based regional and state award programs, and the Baldrige Foundation, which provides advocacy but does not have a role or influence in the annual Baldrige Award process.
