Celebrating 2025: Parks & Rec Highlights

New year-end data highlights how parks and recreation make it possible:

  • New Parks Opened: 4
  • Total number of class registrations: 65,144 registered across 7,683 classes
  • Event Attendance: 150,000
  • Senior Nutrition Services: 232,512 meals served
  • Youth Enrichment Enrollment: 3,063
  • Sports and Recreation Activity: 6,673 players in various youth and adult sports played across a total of 3,715 games

Parks & Recreation Ballot Question

In 1997, Henderson voters approved a 12-cent property tax override dedicated to Parks and Recreation. The 12 cents are part of the City’s total property tax rate of $0.77 per $100 of assessed valuation. This override currently funds approximately 40% of the department’s operations and maintenance. This term of the bond and property tax levy was in place for a period of 30 years and will sunset in 2027 unless it is renewed.

On the June 2026 primary election ballot, Henderson residents will decide:
  • Whether to continue this funding for 30 more years—tax rates will not increase.
  • Or to end this funding after 2026. The 12 cents currently allocated to Henderson Parks & Rec. would then be redirected to other agencies outside of Henderson for their discretionary use.
Will my tax rate increase if this property tax is renewed?
  • No; this is not a new tax—it will maintain the existing Parks &
    Rec. funding that’s been in place since 1997.

We are proud to announce we have been selected as a Gold Medal Award finalist by the American Academy for Park and Recreation Administration (AARPA) in partnership with the National Recreation Park Association (NRPA). This prestigious award recognizes parks and recreation agencies in the United States that demonstrate excellence in community and organization operations.

Congratulations to our hard-working Parks and Recreation staff for providing outstanding services, programs, and events for all residents to enjoy.

The finalist award and Grand Award winner will be presented in September at the National Gold Medal Gala in Orlando, FL.

The City of Henderson Parks and Recreation Department has been reaccredited by the Commission for Accreditation of Park and Recreation Agencies (CAPRA) for the Fourth time, making it the only agency in Nevada to hold this prestigious designation and one of only 222 CAPRA accredited agencies in the United States.

Through compliance with 37 fundamental and 31 non-fundamental standards of excellence, CAPRA accreditation assures policy makers, department staff, and the public that an accredited park and recreation agency has been independently evaluated against established benchmarks as delivering a high level of quality. The City of Henderson demonstrated 100% percent compliance with all 68 standards.

Professional Biography

JJ Moyes is a proud Henderson native. He started his recreation profession as a sports official for youth soccer in 1993. In 1997, he graduated with a Bachelor of Science Degree in Fitness and Sports Management from University of Nevada, Las Vegas and is a Certified Park and Recreation Executive (CPRE).

Since becoming full-time in 1998, JJ has held positions of Assistant Recreation Coordinator, Recreation Coordinator, Administrative Analyst III, Business Manager and in 2024 was promoted to Assistant Director of Parks and Recreation, overseeing the operations of the Recreation and Park Divisions.

JJ helps lead a $50M parks and recreation operation, which includes 74 parks, 300+ miles of trails, six recreation centers and two senior centers, 220+ full-time staff and 800-1,000 part-time staff. The City of Henderson is a two-time AAPRA National Gold Medal Award winning agency and the only CAPRA accredited agency in the state of Nevada.

The City of Henderson Parks and Recreation Master Plan assists the City in planning for the future growth of the Henderson parks system and recreational facilities over the next ten years. The master plan is a critical component of the development of future parks, trails, facilities, programs, and services consistent with the vision and policies of the City of Henderson.

National Gold Medal AwardThe City of Henderson received the National Gold Medal Award for Excellence in Park and Recreation from the National Recreation and Park Association (NRPA) in 2014 and 1999. The Gold Medal Award honors park and recreation agencies throughout the United States that demonstrate excellence in long‐range planning, resource management, volunteerism, environmental stewardship, program development, professional development, and agency recognition. Each agency is judged on its ability to address the needs of those it serves through the collective energies of citizens, staff, and elected officials.
