Javier joined the City in 2021 as Assistant Director, and is bringing close to two decades of leadership experience from both the public and private sectors.

As Assistant Director, he oversaw the department's day-to-day operations, and as Director, he will be tasked with leading the organization through upcoming workforce turnover, challenging workforce dynamics, and all the competing demands and priorities that come with Human Resources.
