The City of Henderson’s Building and Fire Safety / Development Services Center ensures that buildings and properties are safe, properly maintained, and supportive of a community where people can confidently live, learn, work, and play. Guided by its purpose—to ensure safe and properly maintained buildings and properties for all—the department delivers coordinated plan review, building permits, inspections, and fire code compliance services. Central to this mission is the Development Services Center, which brings together employees from seven city departments to provide a unified, streamlined approach to reviewing plans, issuing permits, and conducting inspections. By integrating expertise across disciplines and upholding rigorous safety standards, the department protects public safety and supports responsible development of Henderson.

Lynn Nielson began serving the city as the Building Official and Director of the Building and Fire Safety / Development Services Center in December 2025. Lynn brings more than 35 years of experience in building, fire safety, and development services. He began working for the City of Henderson in 1999 as a plans examiner and frequently conducting inspections.  He later served for eleven years as a fire protection engineer / supervisor, followed by three years as a manager over permitting, followed by seven years as a manager of plans examination.  Lynn is a licensed Fire Protection Engineer (FPE), Certified Building Official (CBO), and a Certified Fire Code Official (CFCO) with a Bachelor of Science degree in Electrical Engineering from Utah State University and has a Master of Science degree from University of Nevada Las Vegas in Mechanical Engineering.

Lynn has served as the chairman of the Southern Nevada Building Officials Steering Committee, the chairman of the Southern Nevada Fire Code Committee, a member of the Nevada Board of Fire Services, and president of the Southern Nevada Chapter of the Society of Fire Protection Engineers (SFPE).
