Overview

The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions.

The Consolidated Plan provides long range strategic direction for the CDBG and HOME programs and includes needs assessments, housing market analysis, and identified community needs & gaps to provide a framework in establishing priorities in the allocation of Federal, State, and local resources to meet community needs over the five-year time horizon. The Annual Action Plans detail short term activities and funding which will help meet the needs identified in the Consolidated Plan. The Consolidated Annual Performance and Evaluation Report (CAPER) is a summary and evaluation of progress made toward identified goals. The CAPER addresses accomplishments, reports on quantitative measures of progress, provides explanations when progress has not been achieved, and details delayed and/or cancelled projects during the reporting period.

The City of Henderson's Substantial Amendments to the above-mentioned Annual Action Plans will be available for public review and comment from October 30 – December 1. The proposed amendments will allocate $200,000 of Community Development Block Grant (CDBG) funds to the Wells Park Restroom Renovation Project, supplementing existing CDBG funds from prior years already committed to the project.  

Substantial Amendment Summary

 The funds will support the upgrading of restrooms at Wells Park in the City of Henderson.  The renovation will include the demolition of the existing restrooms and the creation of seven individual toilet stalls and five sinks.

The City of Henderson's First Substantial Amendment to the 2025-2026 Annual Action Plan will be available for public review and comment from September 3 to October 6, 2025.

Draft CAPER for FY 2024-2025

City of Henderson will conduct a public hearing on Tuesday, September 16, 2025, at 4pm at Henderson City Hall to receive public comments on the 2024 Consolidated Annual and Performance Evaluation Report (CAPER) for the period of performance of July 1, 2024, through June 30, 2025.

The CAPER is available for public review and comment from Thursday, August 28, 2025, through Monday, September 15, 2025. Please submit all comments in writing or verbally to the Community Development and Services Office of Community & Neighborhood Programs by September 15, 2025

First Substantial Amendment to the Annual Action Plan for Fiscal Year 2024-2025

The City of Henderson's First Substantial Amendment to the 2024-2025 Annual Action Plan will be available for public review and comment from May 1 to June 2, 2025. The Amendment will allocate $45,000 of unspent CDBG funds to the SAFE House Emergency Shelter for Survivors of Domestic Violence.  The funds will support an existing subaward agreement for the renovations of bathrooms, air conditioner replacements and drywall repairs.

Seventh Substantial Amendment to the Annual Action Plan for Fiscal Year 2019-2020

The City of Henderson's Seventh Substantial Amendment to the 2019-2020 Annual Action Plan will be available for public review and comment from April 15 to April 30, 2025. The Amendment will allocate $160,109.63 of unspent CDBG-CV coronavirus funds to the Just One Project Market 2 You Program. The funds will support home delivered groceries to seniors and homebound disabled individuals. This will expense 100 percent of the CDBG-CV funds before the June 2026 deadline.

Background

In 1994, the U.S. Department of Housing & Urban Development (HUD) adopted regulations to “consolidate” the application and submission process for their primary formula grant programs; for the City of Henderson these include the Community Development Block Grant (CDBG) and the Home Investment Partnership (HOME) programs.

In 2008, HUD created the Neighborhood Stabilization Program (NSP) to assist with the redevelopment of abandoned/foreclosed homes. The NSP was a Substantial Amendment to the 2008-2009 Annual Action Plan and NSP3 was a Substantial Amendment to the 2010-2011 Annual Action Plan.


Draft Five-Year Consolidated Plan for FY 2025-2029 and Annual Action Plan for FY 2025-2026

The City of Henderson's 2025-2029 Consolidated Plan, 2025-2026 Annual Action Plan, and Citizen Participation Plan are now available for public review and comment from March 12 to April 10, 2025. These plans outline how the City will allocate federal, state, and local funds to support housing and economic development for low- and moderate-income residents.

Five-Year Consolidated Plan for FY 2020-2024 and Annual Action Plan for FY 2020-2021

The 2020-2024 Consolidated Plan provides long range strategic direction for the CDBG and HOME programs and includes needs assessments, housing market analysis, and identified community needs & gaps to provide a framework in establishing priorities in the allocation of Federal, State, and local resources to meet community needs over the five-year time horizon. The last component of the Consolidated Plan is the first year Annual Action Plan for FY 2020-2021 which outlines the activities for the next fiscal year. The final reports will be submitted to the U.S. Department of Housing and Urban Development for approval.
