Trap Neuter Vaccinate Return Pilot Program
Henderson City Council has approved a 12-month Trap-Neuter-Vaccinate-Return (TNVR) pilot program, to run from January 1 to December 31, 2025. This pilot program will collect data and explore related issues to prepare a recommendation to the Henderson City Council as to whether to consider permanent changes/additions to current City ordinances related to community/feral cats.
A TNVR program allows community cats to live while stopping the breeding process to improve the cat population over time. TNVR is a proven method of reducing the cat population by actively trapping community cats for spay/neuter, rabies vaccination and an ear tip (where the top portion of the ear is clipped while under anesthesia) to indicate their TNVR status. Socialized “tame” cats are candidates for rescue/adoption. Feral cats are returned to the original trap location. TNVR is best implemented through a colony-by-colony approach.
The pilot program will not be funded by the City of Henderson. It is completely community based and will carried out by Community Cat Coalition of Clark County (C5), private citizens and animal rescue groups. No TNVR will be done by Henderson Animal Protection Services. The policies and procedures for the intake and outcome of all animals will remain unchanged at the Henderson Animal Shelter.
