Code Update Outlines Parents’ Financial Responsibility for Violations by Minors

HENDERSON, Nev. (March 3, 2026) The Henderson City Council adopted updates to the Henderson Municipal Code to clarify rules and improve safety for the use of electric bicycles, electric scooters and related micromobility devices on city roadways, parks, trails and public facilities.

The updates create consistent definitions and regulations citywide and align Henderson’s rules with those used by other Southern Nevada jurisdictions.

Key updates include:

  • Requiring minors under 18 to wear helmets when operating bicycles, e-bikes and e-scooters
  • Prohibiting reckless behavior, including stunts, wheelies, riding on handlebars and unsafe speeds
  • Allowing law enforcement officers to impound electric motorcycles operated illegally
  • Holding parents or guardians financially responsible for violations committed by minors in parks and recreation facilities

The update also clarifies the distinction between legal e-bikes and illegal e-motorcycles. Any bike that lacks operable pedals and relies on a throttle is classified as an e-motorcycle and is illegal to operate anywhere within the City of Henderson, including public roadways, trails, paths, sidewalks and parking lots. Legal e-bikes must have fully operable pedals, use pedal-assist, and are limited to a maximum speed of 28 mph.

The City continues to promote e-bike and e-scooter safety awareness through its Ride Smart. Stay Safe. campaign, which provides resources and education on safe and responsible riding. The campaign offers guidance on legal versus illegal devices, helmet use, safe riding practices, and how to share roadways, trails and parks responsibly.

City officials say the changes are intended to improve safety and provide clear expectations for residents and visitors using shared public spaces.
